question about submitting galleries using network

if i create an office full of submitters. and their internet connection is through a network, that means their IP addresses will be just one digit apart from each other. i.e. 123.456.789.001 and 123.456.789.002 right?

if that's the case, are all the computers allowed to submit one gallery per day to each TGP/MGP. each computer will submit one gallery to the same MGP for example, different domain, different sponsor for each. will that be considered cheating?

i was thinking of offering gallery submission services, and set up an office but not sure how i'll do it if this is not allowed.
