Is there any good programs that will help me with the submissions?

I have been reading alot and see the term Top Links, What are these exactly?

I am looking to generate quality traffic to my site.

I have went and looked at that submitter 5 times already today. I think it is calling me or something. It looks real nice to have. I might be giving the chameleon a try.
