I'm pretty sure that's in Edmonton.
Notice the chicken wire above the boards to keep errant pucks from leaving the game area.

They thought of everything. There are a few rinks like that around here, but not in people's back yards.

Probably not. You just need a good base of snow. Then flood a couple of time, paint your lines and then flood a few more times.
