On Line Billing?
 

I checked with CCBill: "We do have telephone billing where the customer can be billed for a subscription on their phone bill, but these orders are placed online - not on an actual telephone call." What I would need is for after a caller selects their provider, to then be able to place their order by phone and by website. Then, they would contact them (send a text/email/call to their cell?), to notify them of a client, providing the provider with the name and contact info of the client.

Any third party biller have something like this?
