If it happened to be clicked at just the right moment there would have been a pause in the movement of the guy on the bike as he hit. Impact would have stoped him still for a split sec so its possible, doubtful but possible.

I'd say the photographer shot 5 or 10 pics in a few seconds and was able to catch the right moment in one of the pics.
So yeah frame rate.
