Blogs are typically wordpress from
www.wordpress.org and very easy to install, they are the bones for a site.
You will also need a program called magpie rss which will help to enable the feeds in and out, say down the side of your blog and they are here
http://magpierss.sourceforge.net/
Free themes for the design for you blog mean you literally just drop them in to your blog by uploading onto the server and activate via the main admin section from within your blog

Rss feeds are incredibly useful for garnering traffic too and there are all types of feeds you can have mainly chosen from rss search engines like:
http://allrss.com/rsssearch.html
www.technorati.com
http://www.newsfeedfinder.com/
www.syndic8.com
Most sites now have the rss feed coming out of their sites now for you to add easily. The Se's love the text and with magpie it changes at regular intervals so its always fresh feed content being streamed in.
Blogs are great fun and updating the main site once a day even with a news story taken from your feed as an example works sweet. The se's love them and there are tons of plugins too for free at
http://wp-plugins.net/.
I would go for it as they are worth it
