I think boards (like XNations and the others) should allow people to announce their sites and services freely.
What is regarded today as "spam" is actually an addressing to appropriate audience . We are webmasters after all and if someone here has something to offer other webmasters shouldn’t he be allowed to do so??
I think a relaxation of the rules observed on most boards would result in letting every scammer, schemer and bottom-feeder come out of the woodwork and make most boards useless. Many boards have spam forums, and while I've never seen any #s I'll bet they get read. If you're clever at all you can probably find a way to work your service into a related thread. If you are a routine contributor to a board, you usually get a little more leway on self-promotion than the drive by spammers do. There is only one board I can think of where spamophobia rules (for anyone except a select few); the rest seem to do a pretty good job of showing an appropriate balance.
