Do a search on Google. Maybe females born with lighter features, (hair, skin, and eyes), develop smaller breasts more frequently than women who have darker features?

No doubt genetics plays a role, but so would other factors such as nutrition, environment, disease, hormones... Plus all the factors to consider during development in the womb.
