Circuit City makes no sense
The other day we noticed a new sign on a new building being added to a strip mall. It said : Circuit City. My husband and I scratched our heads, wondering weren't they in trouble? I heard they may be going out of business. "It'll be closed before it'll be opened" we joked.
Then today I see "Circuit City may shut stores to avoid filing, Struggling electronics retailer Circuit City Stores Inc. is considering a plan to shut at least 150 stores and cut thousands of jobs to avoid filing for bankruptcy protection"
Why would they be BUILDING and opening a new store then? It's not like there isn't another one not a few miles away.
Sounds like they deserve what is coming.

Could it be some kind of tax runaround game?
I'm not familiar with the American tax system (certainly not corporate tax) but I know here in Canada there are many tricks you can use to keep your head above water with the tax man.

I think it's just plain old - not enough business to go around.

Out of all the electronics I have ever bought I think I have only once ever purchased from Circuit City. Once Best Buy came around it seemed to kill CC, at least locally.

Maybe they are closing stores in locations that taxes are higher, stores aren't reaching projected profits, are too costly to run for one reason or another, and then taking that money and opening one up in a different location that is more cost effective. Less stores, less expenses.
