Seach Engine Specialists???

I have a little query about search engine submissions. With all those so-called search-engine submission specialists and optimization experts – who gives you the best bang for the buck?
It’s quite confusing and it seems to change on a daily basis. You’ve all seen the ads “submit to 30,000 search engines for only $50” etc. You just know it’s a scam!
I have a few non-adult clients who are bugging me about search engine ranking so I’m considering hiring a pro to help me do the best job possible. Can anyone recommend a legitimate individual who actually knows what he’s doing and that can, if possible, guarantee results? I know about Dmoz & Inktomi etc and have had limited success using them in the past but I want to do everything possible, moreover I want to be able to prove to my clients that they are getting results. I look forward to hearing about your experiences with search engine specialists.
