It could be bad news for iBill or bad news for Epoch, depending on how you spin it. Epoch has the most aggressive "selling tools" of any of the processors and in light of the new rules they're having to scale back some of their offerings across the board. iBill doesn't appear to have to make those sorts of wholesale changes to their business (atleast according to the iBill conference all earlier today).
