 Thats a real tough one for me having grown up in the late 60s through the  70s.. 
Rock n Roll was at its best during these times ie: songwriting was a serious art, drugs, sex and rocknroll was part of our culture. They were truly carefree times. You could hitch hike to a concert, get high, get laid and have a ride home. no charge, no strings... Memories..LOL
 
Just think about the bands that were around then, the level of "artist" and songwriting was on a scale not approached these days..
 
Choosing a "Best" would be real tough.. the songwriting was so diverse.

I was an engineer for Epic & Atlantic records in the music industry from 1983 to 1997 and it was all "rock n roll" to me, even though i was recording rap, hip hop, jazz, etc.. Its all the same.. its music. I cant help it,  I have a 70s mentality on music.
