Is the "draft" returning to the USA?
There appears to be a bill on it's way to the US Congress that intends to bring conscription back to the USA.
However, I'm not up on my American political procedures...
Can anyone shed some light on this?

Wow. 2 years of "national service". For everyone between the ages of 18 and 26. Very scary. I doubt that it will pass though. For one thing what the hell would they do with all those people? The ones the army doesn't need are supposed to do civil service shit for the 2 years. I can already hear the howls from the different unions, etc. about using these people to do their jobs. And anyway where the hell would the budget come from to pay all these people for 2 years? On top of that it would most probably screw up the US economy even worse by moving people who are already working to the gov't payroll. If I was a 25 or 26 year old guy who had been working someplace for 7 or 8 years I would be totally pissed at having to leave that job and losing all my seniority and benefits. And I can't imagine employers would be happy at losing a chunk of their workforce and having to train new people.

If I read it properly, only persons and women are drafted.
When a legal text say "includes", it is not meaning "for example" but is an exaustive list of every entity drafted. If it very entity including A and B, it means A and B, not "entity" if which sub-category are, but not limited to, A and B.
Men who are not persons or resident of the United States will not be drafted
Person: from latin Persona: a theatre mask. A person is a "legal entity". It is fictitious.
Resident: Res - ident = identified object. (Black's Law Dictionary, 4th 4edition, IIRC).
A Man is NOT a resident, unless he accepts to be so by contract. (you can voluntarily enter into a servitude (slavery) contract)
Citizen of the United States includes people working for the military, the US government (a private corporation) and military bases, Guam, Puerto Rico, Washington DC and a few other places. All men and women living in other places than that are not resident of the US, unless you have a social security number. If you void the contract with Social security, you can get rid of the US residency or citizenry.
You will always remain a Citizen of the united states of America, the constitutional republic, though.
But before trying to pull that stunt, I suggest you spend a lot of efforts in learning about it.
Or, that legislation is a piece of shit.

The military doesn't want draftees - I can guarantee it. I was opposed to the draft when it was a factor in my life - not because I was opposed to serving my country, but because it was horribly unfair in the way it was implemented.
I wouldn't have a problem if there was a true draft of everyone - male and female, black and white, rich and poor - to do some form of service to their country, and I think that anyone who would be opposed to doing that service is a pretty shallow, self centered person. Since we're talking 18-26 year olds, well, that tends to be a pretty shallow, self-centered age.
