There are people who can provide good quality traffic, the real question is why would they send it to you? Think about the situation from the perspective of the person with the traffic. Someone with a lot of good quality traffic has probably been around for quite a while. They've probably been courted by all the major players and know where they can send the traffic to get the most money. In other words most people with good traffic already have reliable, profitable, long-term relationships with people they know.

Now imagine that someone you've never heard of, with a new and untested site approaches you about buying traffic. Since they're new
they've got a limited budget and probably want to make a small buy to test the traffic.

So what would you do? Would you take the time to negotiate a deal, recieve payment, and change you links around to send traffic to the new guy, who might not buy again? Or would you stay with the status quo?

This isn't to say there aren't people selling traffic that could work on yoursite, but you have to expect that sold traffic will either be marked-up or hard to convert. Otherwise, someone would already be buying it. So either you have to be willing to pay more, or you have to have a better mouse-trap.
